Starting a Software Firm: How Do I Create a Salary Structure Without an HR Team?

I have started my firm recently in the software field. We need to recruit some employees in the coming month. Since we are a startup, we cannot afford to hire an HR. Can anyone help me with a salary breakup format for yearly and monthly breakdown, including different components such as Basic, HRA, etc.?

As we are new, is PF deduction necessary for us? We will not have 10 employees until the next 3 months.

Please assist me in obtaining a salary breakup structure format (only important components with formulas) and an offer letter.
