salary withheld even though I completed my notice period after resignation

Dear Members,
I resigned from my post a few months ago and also completed the required one month notice as per company rules. However, now my company is holding my salary without any information. Now I plan to meet labour inspector - could someone please help me to write a letter to Labour inspector.
