Training standards for a company - how to start?

Dear HR colleagues ,
I have been given a new project related to Training standards in my company. can any one please help me how to do this project . I am stuck were to start like for example, what are the topics I should cover , which topic to start first.
Can any one share any training standards sample?

Dear Thomas,
There are two issues about your post. First one is has your company defined the training standards and your company has given you task of measurement of the training programmes. Second one is company has not given any training standards but now you need to find out the standards and measure how employee training as a HR intervention has performed.
The essence of the training lies in the measurement. However, Return on Investment (ROI) for each training cannot be calculated. This is because few training programmes are for education purposes. Imagine your company will take ISO certification. For this if you company conducts awareness programme. Measuring effectiveness of these programmes is difficult.
In contrast, measurement of effectiveness of corporate training is easy. You may measure whether any ratio was increased/decreased or any cost was decreased.
Another way of measuring the training standards is on Kirk Patrick Model. However, I am yet to come across with a company that has done measurement up to level IV.

Thanks for the reply . yes we do not have any training standards here. I have been told to create this topic with fresh ideas with topics which I can include in this project . however this training standards is for technical and non technical training.
