Which one is more important as carrier option between statutory compliance & payroll

Hi,
I am have confusion between statutory complainace & Payroll. Which one is better for me as a carrier filed. I have done MBA in HR specialization.
What type of skills, knowledge or experience is required to become a HR manager. Those important filed's which experience is necessary for become a HR manager in future. Please let me known. Then i will work on it & update my self. Kindly revert me ASAP.

If you ask me I'd say both the domains have scope for learning, earning and growth.
