Why Do Some Companies Have Such Unusual Policies and Restrictions?

Once I got selected by a company. Before joining, I met with the company HR to submit my joining documents. I was selected for an HR position. They informed me that no offer letter or appointment letter would be provided, and an experience letter would only be given upon request, with no guarantee of issuance. Additionally, no salary slip would be issued. They also told me that I had to sign a bond for one year. Mobile phones would not be allowed inside the company premises, which seemed strange since it was just the corporate office of a construction company, not an inflammable industry. Recruitment would be conducted solely by the CEO, and my role would be limited to lining up candidates for interviews. There were so many restrictions. After considering everything, I decided not to join.

My question is, why do such companies have strange policies?

No appointment letter/offer letter/experience letter/salary slip. Finally, one-year bond... Alas, they will say no salary also.
