First - Please call it "Prevention of Sexual harassment Policy", not sexual harassment policy.
It need not be registered anywhere. However, you are required by law to publicise the same inside the company, to make sure all employees, both male and female are aware of the policy, procedure for complain, procedure for handling the same and penalties for misconduct.
if you have an employee manual or handbook, attach the policy with that.
If you have a portal or intranet, put it up on that
and if necessary, send it on email to all employees of the company.
Also remember that the law requires you to hold sensitising training to all employees of the company and regular sessions to ensure that people understand what is not allowed and the consequences of the same.
The Internal Complaint Committee must meet at the place of work (the factory or office concerned for which the committee has been made). But there must also be a clear mechanism for receiving complaints, both oral and written, even when the committee has not met.
