How Will the Motor Vehicles (Amendment) Bill 2016 Impact Drivers and Road Safety?

Friends, please find attached the Motor Vehicles (Amendment) Bill 2016 introduced in Lok Sabha on 9th August 2016. The Bill, inter alia, provides for the following:

a) To facilitate the grant of an online learning license;
b) To replace existing provisions of insurance with simplified provisions to provide expedited help to accident victims and their families;
c) To increase the time limit for the renewal of a driving license from one month to six months before and after the expiry date;
d) To increase the period of renewal of a transport license from 3 years to 5 years;
e) To enable the licensing authority to grant a license even to differently-abled persons;
f) To enable the States to promote public transport, rural transport, and last-mile connectivity by relaxing any of the provisions of the Act pertaining to permits;
g) To increase the fines and penalties for violations of the provisions of the Act; and
h) To make a provision for the protection of good samaritans.

Dear Mr. P C Agarwal,

Another useful attachment from your side. It is a welcoming step to get a Learner's license online. Currently, the renewal of a regular license is also a cumbersome process. You have only about two hours to submit the renewal form with all annexures previously prepared. I hope this procedure also gets simplified.
