Dear Sugreev,
Leadership is a too nebulous concept to be confined to some defined framework. Leader cannot be equated with some athlete whose long jumps or sprint can be measured. Leadership has composite structure of innumerable competencies. Above all, there are various levels of leadership i.e. team leadership, organisational leadership, strategic leadership etc. How anyone can define index to measure? If at all the measure is defined then will it be accurate?
