Grampanchayat NOC - What will be the consequences if not renewed?

Hi, I am Vikas working in a manufacturing company at Bhiwandi, Maharashtra. While issuing NOC to our company for performing manufacturing activity, Grampanchayat has put a clause of renewing the same periodically. As suggested by few experts Grampanchayat NOC is for one time and no need to renew the same. What will be the consequences if not renewed?

Dear Vikas,
Please confirm the following:
a) When did you apply for the NOC?
b) When the NOC was issued and is the longevity of the NOC? When it needs to be renewed?
c) What about neighbours in the area where your manufacturing unit is located? Have they been issued permanent NOC or it has some time limit?
Since the NOC is already issued, I recommend you waiting for the next renewal. That time ask for the permanent NOC. It appears that by imposing the time limit on the NOC, Grampanchayat would like to ensure that owners of the manufacturing units flock to their offices after certain time period. Their visits are necessary for the obvious reasons.
