Understanding Your Industry and Workforce
What is the nature of your industry? Overall, how many people are employed? What is the scope of expansion in the future?
If you are yet to join the company, I recommend you join first to understand the company's culture and then decide on what policies are required. Even though it is a start-up, I suggest you do so. Understand the owner's psychology and determine what your authority will be. Without assessing the situation, starting to devise HR policies would be equivalent to jumping the gun.
Auditing the HR Department
Before devising the policies, I recommend auditing the HR department. First, find out whether the functions of the erstwhile Personnel Department are being followed. While HR has evolved from the personnel function, the latter has vanished per se. Occasionally, I find that HR professionals get caught in the jargon of modern HR, leaving a gap in the personnel function.
