You know the facts of the case better. We are outsiders and we know nothing about your company, the persons involved in the incident and type of work activities and so on.
Do you have evidence of the misuse? Secondly, do you have SOPs of inbound call operations? If yes, how these communicated to the employees concerned?
Misuse of inbound call system is a serious misconduct therefore, it just cannot be settled with the warning letter. First issue the show cause notice, obtain statement of the employee and then issue the warning letter.
