Who should fill in the Training Needs Assessment Form - the employee or his Manager? Sometimes it's very confusing for the individual to assess his own shortcomings and weaknesses. In that case, the Manager is the best judge. However, vice versa, the manager could also be biased about it.

Problems of this kind arise when you concentrate on individuals rather than the organization in general and departments in particular. Training is a means to bring organizational change. Therefore, focus on the organization rather than the individual. By focusing on the organization, you will be able to measure training effectiveness. By focusing on individuals, it is very difficult to measure the ROI on training.
