Designing KPIs and KRAs is a part of the Performance Management System (PMS). Therefore, what about designing KRAs for other employees? Secondly, what is your designation? I ask this question because designing KRAs is the job of the Manager or the System Administrator (SA), not yours.
Designing KPIs and KRAs requires far more expertise. You need to study the systems and processes of each department and design the KPIs. You need to have a "Policy on PMS". Furthermore, you need to train staff on the implementation of the policy on PMS. Have you done that?
