Firstly there are so many with practical and useful advises you will come across. But what I don't understand is how can one suggest an answer unless, we know what those requirements of your's are?
Firstly assuming that the requirements are listed out clearly by you, how do you thing you can measure whether something fits into your requirement or not? That means you must know the metrics, i.e., measures / criteria / indices, etc by which you know whether the resumes you are attracting or getting are upto the mark or not. So, devising these metrics are important.
Search firm agencies, provide scanning of the resumes on line by using "Key word" to detect suitable resumes. Since that would be way beyond your time, it is suggested to outsource this activity to agencies. Or else, you have to very precisely draft your requirements including the USPs you require /demand and attractively advertise in proper media. In spite of all this, getting the right type of candidate is always a gamble but the errors can be reduced. By the way are you into recruitment?
