1) Organizational
Includes strategic, futuristic needs identified by top mgmy
2) Group
Common needs in context of job...for employees having similar job profile and hence need of similar knowledge, Skills and Attitude (competency).
3) Individual
Customized needs identified by individual. The gap/,,challenges he has in terms of performing his role.
In your case , have discussions with top mgt. Head of the department to understand business strategy plans and challenges and how it can be translated in terms of employees competency.
