Half Day Working Hours Filed As Half Day Leave Also?

Good Day All,
How can i Write a memo to my employees not to file half day leave because the regular working days is whole day but sometimes we only take half day due to less orders in manufacturing /production staff and we let them leave whenever they get done..while some staff considered it as a half day also without their presence and on the next day they will just file it as a half day emergency/sickleave w/c is supposed to be wholeday,

Largely members of this forum are from India, therefore, you could get replies that fall within the purview of Indian labour laws. Therefore, my first question is are you from India? If not, then you need to follow the labour laws of your country.
Secondly, rather than issuing memo you need to amend your policy and circulate to all the staff members. Lastly, if you feel that the issue of memo will suffice the purpose then you may upload the draft and some senior may offer help to correct it.
