To measure the performance accurately, you need to study the systems and processes of each department and then design the KPIs and KRAs for each department. I would agree with Mr. Dinesh Divekar. Measuring performance of an employee may differ from company to company.
There are various tools, systems and processes by which the performance of an employee can be measured. Would suggest you to read the basics of performance appraisals, Key Performance Indicators, etc. to first understand the subject and then move forward.
