As per my understanding, leave rules, such as eligibility for different types of leave, vary across different states. How should a leave policy be drafted for a Pan-India company? Please share your thoughts and guidance.

As mentioned by Gawree, if your establishment is covered under S&E Act, please go for the highest one across India. The Act describes the minimum entitlements, and there is no limit for maximum entitlements.
