Employees dread most the manpower restructuring. This is a fabulous phrase used for downsizing. It creates fear psychosis amongst the employees. Try to find out what you can do to reduce this.
The next important thing as an HR professional is to improve organizational communication. Let there be no place for rumors. Otherwise, the grapevine will create havoc on the morale of the staff members.
