Designing KPI and KRA is absolutely the in-house job. Outsiders have little role. Every company functions in their own way and what is applicable to some other company may not be applicable to your company.
Every department has some input, it processes this input and gives output their customer. The customer could be internal or external. To design the customised KPIs it is important to know what this position does, systems and processes of their department etc. It will be possible to design the KPIs thereafter.
