Since yours is a small cluster of 80, it is the right time to implement BSC as it is a very good initiative. However, as rightly said by Mr. Dinesh, it often fades in the long run as the management's zeal vanishes when it comes to high costing.

Consider Alternative Strategies

Consider working on BPR or OURS, where you can demonstrate to the management the output at a lower cost compared to BSC.
