Tell each driver to provide you everyday morning reading of the odometer and balance fuel available in the diesel tank. Maintain records in the excel sheet so that further analysis is possible.

It's tough tracking the driver expenses, but you can minimize by looking at your route and directly making contract with concerned vendors, etc.
About fuel monitoring, I am sure there are devices available which can be fitted in tank and can be monitored online, but this will need a cost and testing.
