Can Altered Offer Letters and Payslips Really Go Unchecked by Employers?

I came across a case where one of my friends altered the offer letter and payslips. He submitted them to a new organization, and they accepted them too. The best part is his new package was based on those altered salary slips and offer letter. Is that possible? How can such a loophole exist? Won't the new employer verify the payslip and offer letter?

Once they are satisfied with the candidate's capabilities, some may not feel the need to verify other aspects such as certificates.
