Manpower Planning For 66 MW Thermal Power Plant

Hello Everyone,

I am an HR professional at a thermal power plant, and this role is completely new to me. I am currently working on a project for a 66 MW power plant and need to focus on manpower planning for this initiative. I would greatly appreciate any assistance or guidance you can provide on this matter.

Please refer to our telephonic discussion that we had regarding your above post. The traditional method of manpower planning would cover:

a) Primary manpower required to operate a number of machines per shift

b) Supporting manpower required to operate a number of machines per shift

c) Manpower required for the maintenance of the machine

d) Manpower for general maintenance

e) Manpower for non-core functions in the operations department

f) Manpower required for operating supporting departments like Purchase, HR, Security, Accounts, etc.

g) Standby manpower required for each department (to take care of planned or unplanned absences)

However, there could be a flaw in the above manpower planning. If you base the manpower planning on the measures of performance, it will provide you with accurate requirements. Examples of what can happen if the manpower planning is not based on the Performance Management System (PMS) have been discussed with you during our phone call.

I strongly recommend that you design the measures of performance and then proceed with the operations. This should be done for all the departments and not just for operations alone.
