Just think for a while about a simple thing. On what occasion does employee promotion take place? It happens when a business expands, grows, or when vacancies are created due to employee attrition at the top. The cycle of promotion is determined by these two factors.

A very prominent transport company had a rule: either an employee should receive a promotion within five years or be moved out of the organization. No employee was allowed to work in the same position for more than five years. This rule was in place until 2008. However, with the onset of the recession, the rule vanished. The promotion process became unpredictable, with some employees receiving promotions after 7-8 years, or not receiving one at all.

Therefore, identify the factors that are relevant to your company. Additionally, individual employees can be identified for future positions, and they need to undergo grooming. HR can facilitate this process, and if executed properly, it will be more than sufficient.

Ratings are meant to be secret. What do you gain by keeping the cycles secret? Moreover, when you declare a new designation for an employee, how do you establish it with the rest and build transparency?
