Factories Act - Shops Establishment

Dear all,
I Have some clarification in factories act 1948,please let me know....
1. Who have the authority to change the factory act amendment.
2.Tamil nadu have separate factory act other than Tamil nadu shops establishment act.
Please guide me.

Labour is subject under concurrent list of the Constitution.Factories Act is a central Act,which can be amended by central and state govts.The amendment by central govt will apply all over India.But a state amendment apply only to that state.If therfeis a conflict between the central and state laws the central law will prevail over the other.Shops Acts are state Act which will not apply to Factories.
