How Do I Draft a Holiday Announcement for a Bandh and Offer a Compensatory Day Off?

I am supposed to draft a letter for declaring a holiday on account of Bandh and compensate with another holiday (second Saturday)...

The contents of the Circular can be as follows: This is to inform all of you that XYZ has been declared as a HOLIDAY on account of Bandh. However, this HOLIDAY will be compensated by working on XYZ.

You can say that XYZ is declared as a HOLIDAY on account of a Provincial HOLIDAY. I hope I am able to solve it to some extent.
