Thank you very much for posting this gazette. As a matter of curiosity, I just want to know where one can locate such appeal cases. The rules, as they are, are generally lopsided in favor of statutory authorities. Many times, the clearance given is provisional. This has been my experience. Often, for fear of bad publicity, any management tries to manage a situation.
In many developed countries, they do not have an equivalent of IBR. Of course, there are regulations that are more user-friendly and governed by Pressure Vessel Regulations. Yet, a high degree of safety is achieved when it comes to operation. Like many outdated rules and regulations (Telegraph Act, for example), is it not time to have a re-look at the IBR provisions in total?
