Confused About PF Deductions on a 14,000 Rs Salary in Software? Can Someone Explain?

This is Harshita. I have little experience with PF. My doubt is that I am aware that the minimum basic salary to deduct PF is 6,500 Rs, but in the software field, the basic salary is 14,000 with PF deductions at 12%. How is this possible? Please clear my doubt.
