I am unable to understand as to why we can't spell out our problem giving all the inputs at the time of asking the query.Why the members have to waste their precious time in re-enquiring the inputs? Is it because the cite hr do not charge anything and the service is free? You will appreciate that it is really very frustrating and do not speak good of a professional.
Now coming the your question, you have judged everything of your own mentioning that they are happy with your work but do not want to give the variable pay. if yours is a private company, I know that they don't have a Govt type system where annual increment is granted on a particular date immediately after completion of a period of one year. Please have patience and continue doing good job.You will definitely get the reward. Another way is that if you feel confident of yourself, think of changing the job.When your present employer will come to know of this surely he will call you. if you think that the company cannot manage the affairs without you, you can surely talk to your top boss about your problem.
