Can an employer restrict the PF salary from ₹10,000 to ₹6,500 for an employee, even though the employee was being paid ₹12,000 on ₹10,000?

Yes, as there is a ceiling limit of Rs. 6,500/-, the employee (EE) can contribute 12% of the entire basic amount, while the employer (ER) can restrict the contribution to the ceiling limit.

If an employer has already started contributing 12% of the actual Basic + DA (i.e., more than Rs. 6500/- per month), can it be restricted to 12% on Rs. 6500/- per month? Please clarify.
