what are the do's and dont's in the above said profile.

In single line, To collect all the necessary information by means of suitable survey, to create the mechanism & environment to dump this data into a well designed database, and get the useful report out.
The person must have expertise in setting the questionnaire, collection of data techniques, insert this data into software application and reporting.
The advanced part of reporting may include analytical reporting like Time Series Analysis.
Further whole this system may be integrated with GIS to see all these reults on map.
BTW, I am working on a Slum Information System which is GIS enabled MIS for a prestigious Central Govt Scheme...
