You're exactly right. In our projects, whenever we offer work to a subcontractor, our contract clearly states they need to submit the required documents at least 14 days prior to commencing work. It's mandatory. My understanding of our work culture is that they also need to submit the required documents. If yes, they should submit a test certificate for Dee Shackles. You can get all the required information; it's clearly addressed on all test certificates (see the attached extracted test certificate).
Just ask them to submit test certificates. If they don't have it, you can get it from the manufacturer, but you will need the Serial # and manufacturer details (I know it's very easy to say but very hard to implement, especially in our culture).
As long as the IS standard doesn't have copyrighted material, no one can do anything. This applies not only to IS standards but to all materials.
