Hr Policies In Construction Sector.

I just want to know the HR policies which are applicable in the construction workers as they are entitled for daily wages.Alongside I want to know the statutory part associated with the concerned industry.

1. labour licence
2. All workers are to be covered under EPF.
3. ESI coverage or WCP
4. facilities as per factories Act - medical, rest, etc
5. Time card management
6. Min wages Act enforcement
7. Contract Labour Regulation & abolition Act enforcement
8. ID card management
Etc.

But still i have a doubt that those labours working in site cant be treated as a permanent employee.then how can we enroll them in epf & esi?
