How Should We Structure the HR Department for a Tata Steel Distributor?

Hi, I am having difficulty in creating an organizational structure for the distributor of Tata Steel. We are establishing the HR department, and to systematize the functioning of the distributor, we need to establish the organizational structure that will be implemented in the company for improvement. What should be the organizational structure at the distributor level?

Organizational Structure Challenges

I'm a new member on this site. Glad to receive your concern. There is no HR department, and I'm trying to construct one. Broadly, there are marketing/sales and accounting departments. However, there is no appropriate designation defined here. Everyone is referred to as a manager, AGM, or assistant manager, and the designation is not relevant to their experience or education.

There are five products, each with 1-2 Business Managers reporting to the General Manager of Sales/Marketing. Under each Business Manager, there are 4-8 Area Sales Officers (ASOs). Currently, there are three individuals managing the salary, PF, and ESI aspects. Additionally, there are 200 office staff members and 150 laborers. We also have four stockyards, with two being managed by a senior person and the other two by the GM of Sales/Marketing.

I have attached a PowerPoint presentation where I have attempted to outline the organizational structure. While it may appear structured on paper, in practice, everyone reports directly to the Managing Director without a clear hierarchy. Please suggest how we can assign designations and what basic parameters we should consider.

Organizational Structure and Designation Criteria

I am attaching a PowerPoint presentation prepared by me on the current organizational structure. Regarding designations, it is not relevant to the experience and qualifications of an employee. What are the basic criteria to fix designations? Please suggest.

Broadly, there are two departments: sales/marketing and accounts, with 225 office staff and 150 laborers. Currently, no hierarchy is being followed, and everybody is directly reporting to the Managing Director.
