Training as well as instructional design are skill-based fields. I don't know about the government sector, but otherwise, what matters is your skill set. Please help me to decide.

You need to decide where your passion lies. Both are great fields. Instructional design has more demand in terms of jobs. At the same time, if you are a competent trainer and know how to market yourself, you can do wonders.
