You have to file Form No. 4 along with Form No. 5, which will be issued by the principal employer to the Labor Department seeking a license.

You should approach the Inspector of Factories applicable to your area along with the aforementioned forms. You are required to deposit a certain amount as per the slab rate, and he will issue you the contract labor license.

Normally, the contract labor license is issued only to contractors who are engaged by the Principal Employer holding a Certificate for the Registration of Establishment under the Contract Labor Act.

Steps to Apply for a Contract Labor License

To apply, please fill out Form IV (Application for Labor License) and obtain Form V (Certificate from Principal Employer) from your Principal Employer. Attach a copy of the Work Order issued by your Principal Employer. Pay the Labor License Fee and the Labor Security Deposit. Attach both the Original Challan along with the Application and submit them to obtain the license. Please keep copies of all documents with you as these challans are required when surrendering the license to receive the Security Deposit back.
