Understanding Leave Policies in Hospitality: Are Certain Leaves Mandatory for Hotels?

I am working in HR in an organization that has a chain of hotels in Pune and outside. I have a certain query:

1. What is the leave structure (CL, PL, etc.) applicable? Is it compulsory for the company to have these leaves in a calendar year?

Could you please provide information on the leave norms and the number of leaves for hotel employees in Tamil Nadu? Additionally, I would like to know the holidays declared for the year 2013 in Chennai specifically for hotels.

Hotels and restaurants are covered under the Tamil Nadu Catering Establishments Act in Tamil Nadu. This act provides only earned leave as in the Factories Act. There is no provision for other categories. The act also provides for 5 festival holidays and 4 national holidays.
