Dear Members,
I have one doubt, if i have taken a factory license and start our factory by 200 to 250 contract labourers, Labour license / employer registration license required or not for engage the contract labour?
May please give me the suggestions.

You have to fill Form I and obtain Form II as per CL(R&A)Act 1970. Then only you can engage any contract Labour through some Contractors. Alongwith application you must give the list of contractors whom you are going to engage in your factory for carrying out the job.
After obtaining the Registration Certificate for engaging Contract workmen, you can issue Form V to your contractors, so that they can apply for Labour Licence as said by Mr. Jaynarayan Modi.

Is it mandatory to record all the contractors data like pf,esi,pt,wc policy,wages register,bonous details,overtime ,maternity leave details?

Subject - Notice pay
You have not specified as to what you want to know about notice pay. However, so far as any law on the subject is concerned, the rules peratining to notice pay are contained in model standing orders framed under the Industrial Employment(Standing Orders) Act 1946 but not under Factories Act. If your establishment is covered by the said Act, please verify the certified standing orders of your company in so far as the workmen are concerned. For those employees other than workmen, the Company service rules shall provide for it or in the absence of such rules, the letter of appointment shall often contain a stipulation. You can also search google for material on guidance on such matters.

To answer a direct question, yes, you need registration and all your contractors need licence if they have more than 19 workers employed by them on contracts.
However, you may get into trouble in trying todo all work through contract labour. You can only use contract labour for non core and non perinial work. You should not be using them for production related work.

Are you going to employ any permanent workforce or running entire work on contractual labour ? Is it a job contract or a contract of service ? In any case you need to enter into an agreement on stamp paper in proper format covering all possibilities and scope of work with the contractor. You will have to take registration under contract labour act and the contractor will have to obtain a licence. All labour laws are to be followed by the contractor and your representative will have to be present during disbursement of wages and endorse the record.

Dear sir,
Yes, As you are Principal Employer, its duty of yours to watch all statutory compliance is fulfilled by contractor, for all those you are paying service charge.
