Navigating ESIC Panchan Card Enrollment for Employees Across Different States: Seeking Guidance

Dear Seniors,

We are NSIC Organization doing major contract work with IOCL and BPCL. We have completed all our legal registrations in Tamil Nadu State only. However, our worksite and corresponding employees are located in various states of India. Our ESIC and PF registrations and payments are all processed in Tamil Nadu.

Assistance Needed for ESIC Panchan Cards

I now seek your assistance on how to obtain ESIC Panchan Cards for all our employees in other states. Our ESIC counselor mentioned that each employee from a different state must visit Tamil Nadu with their family for the Panchan Card enrollment.

I am facing immense pressure from my superiors regarding this matter. Your help is greatly appreciated.

You can maintain the PF centrally from Tamil Nadu. There will not be any issue with it. You have to maintain the office-wise breakup for the PF remitted at the PF Office. The PF Challan and the office-wise breakup must tally.

However, in the case of ESI, it is concerned with the state only, and the registration must be obtained on an office-wise basis. The Identity Card will be issued by the concerned ESI Office. If the office premises are in an ESI exempted area, obviously, the employees in that office are not required to pay the ESI charges.

Guidance for ESIC Registration and Exemption

Hope all the offices have an Admin or HR Staff. Instruct them to approach the concerned ESI Office and take instructions from them to register their office in the locality. If the office location is in an ESI Exempted area, obtain a certificate from the office and the supporting Gazette Notification for that exemption. By doing so, you will not need to worry about any inspections.

According to ESI rules, we have to obtain the sub-code from the local office where our workers are employed. After acquiring the sub-code, we can then obtain the smart card from that specific local office only.
