Clarification on Earned Leaves Under the Factories Act

I need clarification regarding the earned leaves as per the Factories Act. One of our employees joined in October 2008; will he be able to get earned leave next year? How will earned leave be calculated?

Formula for Calculating EL Days

Is there a formula to calculate EL days? This question came up during an interview. I looked into Section 79, but I couldn't quite grasp it.
