How Do You Set Performance Goals for Junior Developers at Different Experience Levels?

Hi Friends, I need to set some objectives for my juniors who are working on a software product. The objectives are for Performance Appraisal. I need to categorize them based on the following experience levels:

Category 1: 0 to 2 years experience
Category 2: 2 to 3 years experience
Category 3: 3 to 4 years experience

I kindly request you to send me a list of objectives.
