How Do You Identify Internal Trainers to Cut Down on External Training Costs?

Hi! Can somebody share an effective format for identifying internal trainers in an organization? This way, we can save on costs for external training.

Sir, I am in a manufacturing unit, and the people here are not very receptive to training. They feel it's a waste of time. We did conduct a program on "Train the Trainer," but people were not interested in joining that program. So, I am looking for a format that we can distribute to potential individuals, and based on that, we can assess who could be a good internal trainer.

I have created this format, but I am not sure how effective it can be!
