New HR in a Startup: How Do I Create Effective Employee Policies and Guidelines?

Hi All, I'm new in an IT company and the only HR here. This is a startup firm. I need help to frame policies for the employees and also guidance on the areas of my functioning in day-to-day activities. Currently, I am looking to document the employees and define general rules. I require assistance on what steps I should take next.

The HR policy manual is quite useful and provides sufficient material for preparing Standard Operating Procedures for the HR Department.

Contribution of HR manual by Jasmit in Ahmedabad was found to be quite useful. It has most of the ingredients necessary for general HR purposes. Only if the company has a special product (exported out of India) or a service that is provided to European clients, will the manual need to be more comprehensive and enlarged.
