Absconding employees - Could anything be done from a legal point of view?

Hi, There are many employees in my company who just resigned and would not even bother to serve a notice period. We nevertheless stop any employee forcibly if he or she wants to for a genuine reason. But we want them to serve a notice period. There has to be some means for a win-win situation both for employees and employers. Could anything be done from a legal point of view? What about the company's property if that too is given to employees, like mobiles, laptops, etc.? Suggestions, please!!!!

1] About your company--which sector, size, new or old company, etc?
2] what efforts were put so far to PREVENT/PRE-EMPT this practice, which is different from curbing [which is what you seem to be asking]?
3] since when has this trend been noticed?

In this global competitive professional world, every body wants to maximize their potential by getting higher pay package,better position & benefits. The employer of today's have also lucrative idea to influence the experienced & talented person. Because of this in present time employer attract other's employee by giving better option as higher position , better pay package & benefits. Identifying this, employee's job switch-over rate getting higher day by day. If once a person get selected by employer of other organisation, pushing to newly recruited candidate to prompt completion of joining procedure, other wise the position will be offer to next in the list. Because of this employee of existing organisation don't want to wait or loose such better offer and further not willing to serve notice period of 1 month, 2 months, or more. The main reasons behind the absconding of employee are:
1. Less chances of promotion, revision of salary,
2. Deduction of provided benefits, facilities,
3. Less pay package as compare to employees abilities, qualification, experience,
4. Imposing unproper rules & regulation,
5. Unproper job evaluation strategies,
6. Having far from the native/interested place and getting new opportunity in such place,
7. Less pay package as compare with other organisation of same position,
8. Excess job stress, etc.

The problem of absconding might not be possible to control but have chances to minimise it by effective strategic thinking, planning:
1. Regularly providing of training,
2. Arrangement of group collaboration programme with different department,
3. Timely revision of salary according to performance etc.
