Under Contract Labour ( Regulation & Abolition) Act, 1971. The provisions are like
•Applicability
Applicable to establishments employing 20 or more workmen as contract labour The Act also applies to contractor who employs 20 or more workmen in one establishment.
Duties and Obligations :
Ø-To obtain registration by the principal employer. ( Application in Form I, Registration in Form II)
Ø
Renewal of Registration Certificate : The registration Certificate is issued by the authorities for a specific time perid and need to be renewed after expiration of the same.
Practically : Amendment of Registration Certifiacte is required on following evnts :
1. On chnge in Contarctors,
2. On change in Maximum Number of Contract employes allowed in the RC.
3. On change in adress of the premises.
4. Chabnge in type of business, trade, industry, manufacture or occupation which is carried on in the establishment;
5. Such other particulars as may be relevant to the employment of contract labour in the establishment.
So ideally the amendments in RC are so frequent that need to renewal of RC is rare.
-To maintain Register of Contractors in Form-XII by the Principal Employer

To issue Certificate of engagement in Form-V to the Contractor
Ø
To obtain licence in Form-IV (if employing 20 or more) in respect of the establishment, by the Contractor.
Ø
( The licence require to be renewed every year by, the contractor in respect of the particular establishment.)
To maintain the following regsiaters by the Contractor.
Ø1. Register of Workmen Form-XIII Rule 75
2. Muster Roll Form-XVIRule 78(1)(a)
3. Register of Wages Form-XVII-do-
4. Wage-cum-Muster Roll Form-XVIII-do-
5. Register of Deductions Form-XX-do-
6. Register of Fines Form-XXI-do-
7. Register of Advances Form-XXII-do-
8. Register of Overtime Form-XXIII -do-
Returns to be submitted to the Registering / LIcensing Authority:
By Principal Employer
Form No.XXV Rule 82(2) Annual 15th February
By Contractor
Form No.XXIV Rule 82(1) Half-yearly 30th January /31st July.
Consequence of Non-Compliance of the Requirements
Any obstruction to an Inspector, in discharge of his duties, refuses or wilfully neglects to provide reasonable facility or refuses to produce any register or other documents, may attract imprisonment upto 3 months or a fine of Rs. 500/- to Rs.1000/- or both.
