Village Panchayat President Denied My Building Plan: Who Can Approve It Next?

When we submit further additions of building plan approval to the Village Panchayat President, he refuses to grant permission. In this situation, who is the next level of approving person apart from the Village President? Can anybody help me in this regard?

Thank you for your response, sir. If he returned the plan with false reasons solely for monetary gain and without any valid justification, I would like to know who is the next authority in line for approving the building plan. Could you please provide guidance on this matter?
