It is nothing but pep talks given to wokmen before start of the work everyday which outlines the job to be carried out and the hazards associated with it and the precautions to be taken to tackle such potential hazards in order to have safe working. btw, are u a HSE guy?

In my company, it is done by the supervisors and some times shop floor members. safety observes and chip in one or two things. It is believed that they know the job better and understand the hazards inherent in the task to be carried out.

agree very much with Mr. V R Peddi only the supervisors who are at the work site are cearly aware of the HEMP and are to conduct the tool box talk so that necessary controls can be in place

It is better that all tool box talks conducted by concerned immediate supervisor and get in put from HSE professionals.
The very basic reason is that the dangers / hazards and risk involved in the operations and control measures to avoid incidents and accidents is very clear to supervisors.

Very good discussions on this thread so far.
According to me communicating the hazards to the workmen and making them aware of operation controls is MOST IMPORTANT.
No matter who conducts it.
The ultimate aim of any organisation is ZERO ACCIDENT

Daily before commencement of the work, there will be some safety instruction being given by the Safety team for the workforce about the day's work. That is known as Safety Pep talk. This instruction will be given before entering the work premises. But in case of Tool box meeting, the meeting will be conducted at the work location and during the working hour about the specific work and it will be conducted by the Safety personnel in the presence of Site Engineers.
Tool Box Meeting is the prime responsibility of Safety Personnel as the same is conducted to create safety awareness in the minds of Workers and Engineers.
