Minimum Wage could be given as follows. Just calculate the minimum food charge and other basic expenditure in the surrounding hotel and pay him.

eg amount of calories, DSIDC housing rates, 72 yeards of cloth.
the hard part is DA is based on wholesale price index.
now this anamoly gives rise to concept of "living wage"
