Whom should i meet regarding ESI smart cards?

Good evening seniors....
our company has applied for smart cards 17 Sep,2010, but till now we dint get smart cards for our employees. I called to ESI agent but he is saying smart cards will directly come from Delhi. I think within 2 months we can get smart cards. employees are asking me for their cards. i am unable to answer. Please help me. Whom should i meet regarding ESI smart cards.

Pl note I have informed by our company that yet they have not received my ESI Smart Card from ESI Department and it takes atlist 6 Months for the same nor have been provided any temparory card from them.....
Pl let me know i case of medicine what to do ???
